Health

Coverage is provided via United HealthCare – Choice Plus Plan and is based on a three-tier plan. USF Morsani College of Medicine (MCOM) pays for the Resident/Fellow portion of the health insurance coverage. If you wish to add dependents, you will have a deduction of $75 per month for spouse coverage or $100 per month for child(ren) with or without spouse via automatic payroll deduction. You have 31 days after a qualifying event (e.g. birth, adoption, marriage) to add a dependent to the coverage.

Disability
______________________________

Group coverage is provided by UNUM Insurance Company and is paid for by USF MCOM. The plan provides compensation of 60% of your monthly income up to a cap of $3,000 per month up to your normal retirement age (SSNRA). Prior to the use of the long term disability benefit, a 90 day waiting period is experienced during which time you must be continuously disabled. You also have options to purchase additional Individual Disability Insurance both in training and before you graduate. These plans can be taken with you, cover you in your specialty, are written on permanently discounted rates, and do not require health/medical underwriting. See the links below for more details.

Life

A group term life policy is provided for you by USF MCOM and has a death benefit of $50,000 along with an accidental death & dismemberment of $50,000. During your training, you have the ability to purchase additional life insurance. Enrollment form provided below under Healthcare & Benefits Forms.

Resident / Fellow Leave Information

Starting July 1, 2022

Annual (Vacation) Leave
______________________________

All residents will receive a total of twenty (20) weekdays of annual leave each academic year. (Annual leave is pro-rated for trainees beginning or ending off-cycle). 

Sick Leave
______________________________

Residents will receive a total of ten (10) days of sick leave each academic year. (Sick Leave is pro-rated for trainees beginning or ending off-cycle). 

Conference Leave
______________________________

Residents may receive a total of five (5) days of conference leave each academic year at the discretion of the Program Director.

Parental/Medical/Caregiver Leave
______________________________

Residents will receive compensated parental/medical/caregiver leave per qualifying event up to a max of ten (10) days per year. Time must be used within 90 days of the birth or adoption event. Please see the leave policy for additional information. 

Bereavement Leave
______________________________

In the event of death in the immediate family, the resident may be granted three (3) days of bereavement leave in order to attend the funeral and assist in the estate settlement.

GME Tuition Program

Trainees who are employed by USF on a GME contract in Job Code 9188 are eligible for the Employee Tuition Program (ETP) with approval from their Program Director and the GME Office and subject to availability of funds for up to 6 credits per semester. The ETP for GME trainees is not available to USF GME dependents. The ETP for GME trainees is not available for courses required as part of the GME training program (e.g. MPH for Prevent Medicine). Temporary Employee Retirement Plan (TERP)

USF Residents/Fellows are automatically enrolled into the Temporary Employee Retirement Plan (TERP). TERP is a defined contribution plan authorized under Section 401(a) of the Internal Revenue Code. Valic, Inc. is the plan administrator for the University of South Florida. 7.5% of pretax wages will be taken biweekly with each pay period.

J1 visa holders typically are not required to participate in TERP or FICA during their first 5 years on a J1 visa. Please contact HR with any questions or to discuss your visa status related to TERP.

Malpractice Self Insurance Programs / Professional Liability Coverage

Quick Facts about USF Self-Insurance Program (SIP)

1. The USF Self-Insurance Program (SIP) team is the medical malpractice carrier for the University health care providers;

2. Sovereign immunity and how it affects you: You cannot be personally named in a suit, damages are limited in medical malpractice claims to 200/300 for state entities;

3. Identifying instances when you need to call SIP, include:

a. Receipt of a subpoena for deposition or request to speak with outside attorney;

b. Receipt of notice of a claim;

c. Patient complaint regarding care or threat to talk to an attorney;

d. Bad or unexpected outcome so as to give us notice of a potential claim;

e. Receipt of notice of DOH investigation;

f. Any other circumstances under which they believe a patient or patient family may pursue a medical malpractice cause of action.

USF Morsani College of Medicine residents are shielded from personal liability for negligence and entitled to the protections of sovereign immunity when acting within the course and scope of their employment with the College. As a member of the University of South Florida Morsani College of Medicine, you have professional liability protection through the USF Self-Insurance Program (SIP), which provides medical malpractice coverage for healthcare providers at University of South Florida, including faculty, residents, students, and other employees. In connection with this protection, residents have certain significant responsibilities, including full compliance with the SIP staff and SIP committees in the investigation, defense, and settlement of claims. 


It is essential to the proper operation of SIP that residents give immediate notice when they become aware of any incident that may expose themselves and SIP to any loss. The failure to provide prompt notice of incidents is a prime contributing factor to being named in malpractice suits that could have been resolved well in advance of litigation. Once the SIP is notified of events or circumstances that could give rise to a claim, it can assist with timely investigation and resolution (when appropriate). 

 No definition of a reportable incident will cover all circumstances. In general, however, reportable incidents fall into three broad categories. Though there may appear to be no departure from accepted standard of practice, these cases should be reported:

Category one: Any incident in which a patient has sustained an iatrogenic injury that was not anticipated by the physician or patient.

Category two: Any of the following injuries:
  • Death (unexpected or unexplained);  
  • Paralysis, paraplegia or quadriplegia;  
  • Spinal cord injury;  
  • Nerve injury or neurological deficit;  
  • Brain damage;  
  • Total or partial loss of limb, or loss of the use of limb;  
  • Sensory organ or reproductive organ loss or impairment; and  
  • Injury which results in disability or disfigurement. 

Category three: All incidents in the following broad categories:
  • Any injury to the mother or baby associated with birth, including all shoulder dystocias;   
  • Any patient injury resulting from defective or nonfunctioning medical equipment;   
  • Any injury to parts of the anatomy not undergoing treatment;   
  • Any claim by a patient or family member that a patient has been medically injured;   
  • Any assertion by the patient or family that no consent for treatment was given;  
  • Any increase in morbidity due to misdiagnosis. 

By far the best guideline to follow is that of medical common sense sustained by an ever-present awareness of the possibility of a claim. When in doubt, always report, and do so promptly. 

The SIP office should also be notified immediately in each of the following situations: 

  • Receipt of any correspondence from any source, attorney, patient, or third party, making an inquiry in connection with a claim or intent to initiate malpractice action; 
  • Receipt by a faculty member, resident or employee of a summons, complaint, or other legal documents in connection with a claim or a DOH investigation;  
  • Receipt of a subpoena for medical records, a subpoena, or a requested conference from an outside attorney.

Resident Assistance Program

TB and Flu Annual Requirements 

Annual Requirements include:
1) TB Screening will be provided at no cost to you through the Medical Health Administration (MHA) office or from our clinical affiliates; and,

2) INFLUENZA Vaccination will be required each year. This vaccine will be provided for you at no cost beginning in October of each year through the USF Medical Clinic/Medical Health Administration (MHA) office or from our clinical affiliates.

Note that once received, documentation needs to be submitted to the MHA office. Tampa General Hospital

 No

Residents  and  Fellows  are  assigned  to  the  TGH  EMPLOYEE  PARKING 
GARAGE  which  is  located  across  the  hospital  main campus. Your TGH
ID badge will give you access to the garage and parking is FREE. Please
note that Residents and Fellows are NOT ALLOWED to park in the
designated Physician parking area.

James A Haley VA

  No

USF  residents  and  fellows  rotating  at JAHVA must  register  all  privately 
owned  vehicles  with  Police  Service  in  order  to  park  on  the  hospital 
premises  in  designated  employee  parking  areas.  Registration  can  be 
accomplished  with  Parking  Attendants in:  

  • Freedom and Liberty lots between 6:00a.m. and 2:30p.m.,
  • Levels 4-6 of the Parking Garage between the hours of 12:00am-2:30pm, and  
  • the Romeo Lot between 6:00a.m. – 9:00p.m.  

Residents will be issued a decal with Red numbers and will be allowed to park in the
gated/controlled areas (Doctors only parking) located on the third floor of the parking
garage or in the Polytrauma underground garage with a card issued by the VA
Police-PIV ID Section once their vehicle registration is completed. Failure to adhere
to parking and traffic regulations may result in imposed fines and/or towing.
     

Moffitt Cancer Center

 Yes; free option available

When  rotating  at  Moffitt  Cancer  Center,  USF  residents  and  fellows  must obtain 
a  USF  parking  permit  and  park  in  the designated USF surface lots around Moffitt
or the top floor of the Laurel garage. For additional information on USF parking permit,
please see information provided above for USF Morsani.   

USF residents and fellows may also park (for free) at the McKinley campus, 4th floor & above, and
shuttle in via the shuttle which runs every 15 minutes and leaves McKinley on
the 10’s (7:10a, 8:10a, etc.) and drops off at the main MCC entrance on Magnolia. 
The McKinley shuttle runs from 4:30 am to 9:00 pm. 

Night Parking: For  Moffitt  parking  at  night  (5:00 pm to 7:00 am), park in the Blue
Garage on levels 4 and above. Parking  anywhere else may result in a ticket if one does
not have a parking permit.
     

Bay Pines VA

 No For your first day at BayPines, park in Lot 16 and then proceed to the Office of Education
in Bldg. 20.  After orientation, your respective service coordinator will advise you where to
park as there are various parking lots throughout the facility.
     

JH All Children's Hospital

 No

Each resident/fellow will be given the instructions below when they pick up their parking tag
from Security, as the color of tag determines where they can park. Residents:

  • All residents are to park in the two garages on the south end of the campus
    (off of 9th Ave South).  There is a shuttle that runs all day to the hospital (3 blocks).
  • NO residents are permitted to park on any surface lot.  

Night Parking: There are exceptions when all residents are permitted to park in the visitor
garage attached to the Outpatient Care Center on 5th Street South. They may park in that
garage for second shift or night shift.  However, they MUST park on the 3rd floor or higher
and display their hang tag.

Fellows:

  • All fellows are permitted to park in the visitors garage, However, they MUST park on
    the 3rd floor or higher and display their hang tag.   
  • NO fellows are permitted to park on any surface lot.  

JHACH security is very tight on parking. They will send notices of warnings.  After the 3rd 
warning, they will tow the car.
