Biography

Dr. Salinas is an Assistant Professor (Research Track) at the University of South Florida College of Public Health (Policy, Practice, and Leadership Strategic Area; MCH Concentration). He serves as the Director of the Harrell Center for the Study of Family Violence at the College of Public Health, University of South Florida. Dr. Salinas is also the Associate Director of the Center of Excellence in Maternal and Child Health Education, Science, and Practice. Dr. Salinas holds degrees in medicine and public health, and numerous awards. He is a Fulbright Alumni from Nicaragua. He was inducted to the Delta Omega Honorary Society in Public Health in 2014 and became a Fully Elected Member of the American College of Epidemiologists (a credential-based distinction). Most recently, he received O1A Granted Status from USCIS (Individuals with Extraordinary Ability or Achievement in Science - Public health science field). He is an active member of professional associations, including the Family Violence Prevention Caucus (FVPC) at the American Public Health Association (FVPC immediate past chair 2017/2018), Association of Teachers in Maternal and Child Health, International Society for the Prevention of Child Abuse and Neglect (ISPCAN), Association of Domestic Violence Intervention Providers, Florida Infant Mental Health Association (FIMHA), and others. His research and publications have addressed multiple aspects of maternal and child health and family violence including adverse childhood experiences, intimate partner violence, youth violence, child maltreatment prevention programs, biopsychosocial model of substance use, national trends of adverse pregnancy outcomes, quality of life in pregnancy and postpartum, community-based participatory research, pre-conceptual care, care of the newborn, and the training of medical and public health providers. He teaches the graduate course Family & Community Violence in Public Health, numerous lectures in maternal and child health, and training in domestic violence topics for health professionals. Dr. Salinas carries out his scientific mission through academic-community partnerships, including projects with the Hillsborough County Domestic Violence Task Force, Child Welfare/Domestic Violence group, Infant Mental Health Steering Committee, and others. At the state, regional, and national level, he continues to provide technical assistance to Title V and other MCH-related programs. Most recently (2019), he co-developed the Interdisciplinary Research Lab in Women’s Health and Gender-Based violence with the School of Social Work and other interdisciplinary faculty. Dr. Salinas hopes to continue serving as a bridge between academia (faculty, students) and practice (community organizations) to jointly address the determinants of family violence and improve maternal and child health in our communities.
