Biography

Dr. Cowart is an Associate Professor in the USF Health Taneja College of Pharmacy. He holds joint appointments in the USF Morsani College of Medicine, Department of Family Medicine & USF College of Public Health. He is a Board-Certified Ambulatory Care Pharmacist & Certified Diabetes Care & Education Specialist and practices in the USF Health Department of Family Medicine. He is also the Residency Program Director for the PGY2 Pharmacy Residency in Ambulatory Care at USF Health. Dr. Cowart has practiced in a wide variety of outpatient and inpatient settings including large academic medical centers, in rural underserved areas and the federal government (U.S. Public Health Service and the U.S. Department of Veteran's Affairs). His current clinical practice focuses on people living with diabetes and related cardiometabolic conditions in primary care. Dr. Cowart’s research focuses on the real-world safety and effectiveness of drug therapy for diabetes and related cardiometabolic conditions. He has served as principal investigator on extramurally funded and industry-sponsored investigator initiated studies and has over 50 refereed publications related to his work. Dr. Cowart’s work has been published in JAMA, Diabetes Technology & Therapeutics, and Diabetes, Obesity and Metabolism, among others. In 2025 he was recognized as the recipient of the Innovative use of Technology Award by the Association of Diabetes Care & Education Specialists for his work on CGM implementation in primary care. His research on overbasalization has also informed practice guidelines published by the American Diabetes Association Standards of Care in Diabetes. In addition to his research, he currently serves on the Editorial Board for Expert Review of Medical Devices and has previously served as an Associate Editor for the Canadian Journal of Physiology and Pharmacology.
