The orthopaedic residency program has a multitude of orthopaedic faculty who are both board-certified and fellowship trained in their selected subspecialties of orthopaedic surgery. The faculty members are strong in both clinical skills and academic scholarship and are dedicated to resident education.

Dr. Chebli is dual fellowship trained and board certified by the American Board of Orthopaedic Surgery. She attended Georgetown University School of Medicine and completed her Orthopaedic Residency training at The University of Maryland/ Shock Trauma Medical Center. She spent a year pursuing clinical research at the National Institute of Health/NIDCR. She completed her first fellowship in Shoulder and Elbow Surgery in 2006 at the University of Washington. After nine years in practice, she pursued a second fellowship in Orthopaedic Oncology at Moffitt Cancer Center in Tampa, FL. She practices both specialties at the James A. Haley Medical Center caring for the US Veterans which is a vital part of the resident education for USF/FOI trainees.
Dr. Chebli is the Director of the Orthopaedic Residency Program at the University of South Florida (USF). Of all her accomplishments in the field of medicine, this is the one she is the most proud of. Her love of teaching future generations of orthopedic surgeons goes beyond the pursuit of surgical excellence. She believes in fostering thoughtful, diverse, well rounded physicians who will be sent out to care for not only their patients but their communities.
Dr. Chebli’s clinical interests include arthroscopic surgery of the shoulder and elbow, advanced reconstruction of the shoulder and elbow to include fractures, arthroplasty, and revision arthroplasty. She treats both primary and metastatic tumors of the bone and soft tissue as the sole orthopedic oncologist at James A Haley Medical Center. Her passion is for the resection and reconstruction of upper extremity tumors.
Dr. Chebli is an editor of The Resident’s Guide to Shoulder and Elbow Surgery as well as an assistant editor for the Journal of Shoulder and Elbow Surgery International and assistant editor of Current Orthopaedic Practice. She has authored several book chapters on shoulder and elbow surgery as well as a chapter in the RJOS guide for female orthopaedic surgeons. Her many publications span Shoulder and Elbow, Oncology, Diversity, and Women in Orthopedics. She is an advocate for women in Orthopaedics and has been a member of RJOS for over 15 years where she served as the Membership Committee Chair, on the Nominating Committee and as the Scientific Committee Vice Chair. She served two terms on the AAOS Diversity Advisory Board. She has been a board examiner for the Oral Board Examination for over 5 years.
Dr. Chebli has presented at numerus national meetings and has participated as faculty presenting her research and techniques in complex reconstruction of the upper extremity. Her dedication to education was rewarded with the Resident Teaching Award at USF/FOI.
Dr. Chebli grew up in Central Pennsylvania. She attended Georgetown University where she majored in Biology and graduated Magna Cum Laude and was a member of the Sigma Xi Honor Society. She was a Division 1 Varsity rower while at Georgetown. She has been married to her husband for over 20 years who is a Bariatric surgeon and they have three daughters.

Dr. Goodwin, a native of West Virginia, completed his undergraduate degree in Chemistry at West Virginia University and graduated from the Marshall University School of Medicine in 1985. After completing a transitional internship in General Surgery at Marshall he did a year of research and clinical orthopedics at the University of New Mexico in Albuquerque, NM. He completed his residency in Orthopedic Surgery at the Bronx Lebanon Hospital Center, an affiliate of the Albert Einstein College of Medicine, in New York City. He is Board certified by the American Board of Orthopedic Surgery and is a member of the American Academy of Orthopaedic Surgeons.
He was in a general orthopedic practice in Lakeland, Florida for 22 years doing primarily sports medicine, trauma and joint replacement. He served as team physician for 16 years with a nationally recognized high school football program and served a 2-year term as Chief of Orthopedics at Lakeland Regional Medical Center. He also taught Anatomy and Physiology at Polk State College for 2 years and was involved with numerous programs providing clinical educational opportunities for students studying medicine at all levels.
Dr. Goodwin has been practicing Orthopedic Surgery at the James A Haley VA Hospital since December 2016 and is a member of the clinical faculty at the University of South Florida. His practice focus is Sports Medicine and General Orthopedics. He is actively involved with the USF Orthopedic Residency Program and enjoys working with the residents and medical students as well. In his leisure time he enjoys travel, spending time with friends, being in the mountains or on the water.

Dr. Lucak is fellowship-trained and board certified by the American Board of Orthopaedic Surgery. He was born in Pensacola, Florida and grew up in Atlanta, Georgia. Dr. Lucak graduated summa cum laude from Vanderbilt University, earning a bachelor’s degree in molecular and cellular biology. He then attended the University of Central Florida College of Medicine on a merit-based scholarship as a member of the second graduating class. Dr. Lucak completed his residency training in orthopedic surgery at the Louisiana State University School of Medicine in New Orleans. While at LSU, Dr. Lucak served as the assistant to the team physician for the LSU Tigers football team.
Additionally, he traveled to Guayaquil, Ecuador on a medical mission trip to provide orthopedic surgical care to indigent children. Upon graduating from orthopedic surgery residency, Dr. Lucak received awards for the highest in-training exam score average as well as the resident educator award. Dr. Lucak went on to complete a fellowship in hand surgery at the University of Texas Southwestern Medical Center in Dallas, Texas. Dr. Lucak practices at the James A. Haley Veterans Hospital providing orthopedic care to veterans. He is also involved in the education of USF/FOI orthopedic residents. Dr. Lucak’s clinical interests include hand and wrist surgery and fracture care. Outside of work, Dr. Lucak enjoys spending time with his wife and his daughter.

Dr. Marquardt is the chief of orthopaedic surgery at the James A Haley VA Hospital. He is part of the core faculty for the USF orthopaedic residency and serves on the Clinical Competency and Program Evaluation Committees. He is board certified with a surgical practice that focuses on reconstructive surgery of the hip and knee. He is not fellowship trained as a post-residency fellowship was somewhat of an anomaly 40+ years ago when he completed his orthopaedic residency.
Dr. Marquardt was born and raised on Clearwater Beach on the west end of Tampa Bay. He graduated from Clearwater High School in 1968. He then went to the University of Notre Dame where he graduated summa cum laude with degrees in Theology and Sociology. While at Notre Dame he was selected to the Phi Beta Kappa honor society. He received his MD degree in 1976 from Duke University where he was selected to the Alpha Omega Alpha honor society. He completed his orthopaedic residency at the University of Rochester in 1981. During his first 9 years as an attending orthopaedic surgeon he was in 2 private practice settings: 6 years in Ithaca, New York and 3 years in Elizabeth City, North Carolina. In 1990 he returned to the University of Rochester to accept a joint appointment in orthopaedic surgery and emergency medicine. He remained on the faculty until 2001 when he transitioned back to a private practice setting with an academic appointment. During his 21 year affiliation with the University of Rochester he received the orthopaedic attending teaching award on 2 occasions.
Dr. Marquardt returned to Tampa Bay in 2015 to become the chief at the Haley VA because he saw more than just an opportunity to serve our veterans and continue his involvement with resident education. He envisioned Haley becoming the best medical center in the entire VA system for orthopedic resident training. He believed the 9 months that a resident would spend at Haley during the next 5 years would be a major factor in a 4th year medical student’s decision to apply to the USF orthopaedic residency program. During his tenure at the VA he has received the orthopaedic attending teaching award on 2 occasions and has mentored numerous orthopaedic residents.
Dr. Marquardt and his wife Marcia live on Clearwater Beach on the same street that he grew up on. They have a blended family of 5 adult children and 9 grandchildren who at scattered from the east to the west coasts of the US. They are avid Champa Bay fans of the Bucs, Rays and Lightning. Dr. Mclean is a fellowship trained in surgery of the hand as well he is board certified by the American Board of Orthopaedic Surgery. He The University of South Florida Morsani School of Medicine and completed his Orthopaedic Residency training at Louisiana State University Health Science Center, New Orleans. After residency he completed his fellowship in hand surgery at the hand center San Antonio 20 19-2020. Dr. McLean then started his practice of James Haley, VA in Tampa Florida.
Dr. Mclean’s clinical interests include general care and surgery of the hand to treat compressive neuropathies, arthritis, tendon pathology and fracture care. Dr. Mclean was born in Jamaica, raised in Miami Florida and was enlisted in the Navy as an aircraft structural mechanic after high school. Dr. McLean as well prior to medical school was a registered nurse in the intensive care unit working in Miami Florida as a float pool nurse.

Dr. Kapil Mehrotra is a board certified orthopedic surgeon who has dedicated his life to restoring mobility and improving the quality of life for countless individuals. With a background deeply rooted in the most prestigious institutions of medical excellence, Dr. Mehrotra is a luminary in his field.
Dr. Mehrotra’s orthopedic training began at the world renowned Mayo Clinic. There, he honed his surgical skills under the guidance of some of the world's most distinguished orthopedic surgeons. After completing his residency, Dr. Mehrotra pursued a fellowship at the prestigious Hospital for Special Surgery in Adult Reconstructive Surgery. This invaluable experience allowed him to specialize further in treating patients with complex joint problems, particularly in the field of hip and knee replacements. He delved into the intricacies of adult reconstructive surgery, learning advanced techniques that would enable him to provide life-changing solutions to individuals suffering from chronic pain and joint degeneration. Furthermore, Dr. Mehrotra holds a Healthcare MBA from Vanderbilt University, which uniquely positions him to bridge the worlds of clinical practice and healthcare administration, ensuring a well-rounded approach to his role as an educator and practitioner.
As assistant professor of orthopedic surgery at USF, Dr. Mehrotra takes immense joy in sharing his wealth of knowledge and surgical expertise with medical students and residents. His passion for teaching extends beyond the operating room, fostering a challenging and rewarding learning environment for those interested in orthopedics. His dedication to shaping the next generation of orthopedic surgeons is a testament to his commitment to the field and the betterment of healthcare as a whole.
Above all, however, is Dr. Mehrotra’s dedication to patient-centered-care. He believes each individual is not just a case but a person with a unique story and a life to reclaim. He takes the time to listen, to understand, and to tailor his treatments to the specific needs and goals of each patient. His bedside manner is characterized by kindness, patience, and a reassuring presence, making his patients feel like they have a trusted partner on their journey to recovery. Dr. Mehrotra continues to restore function and quality of life, one surgery at a time.
