Ian Hill is the Associate Director of HSR and Director of the firm’s maternal and child health projects. He possesses over 13 years of experience analyzing State and federal public health and financing programs for low-income families and is a nationally recognized expert in maternal and child health issues. Mr. Hill has developed particular expertise in providing States and localities with technical assistance in developing comprehensive systems of care for mothers and children and in evaluating programs targeting low-income and high-risk maternal and child populations.

Mr. Hill is currently the Project Director for two Maternal and Child Health Bureau-funded contracts under which HSR is responsible for providing technical assistance to State Title V/MCH programs in all 50 States, the District of Columbia, the Virgin Islands, and Puerto Rico, in support of their efforts to build more comprehensive and effective systems of care for mothers and children, including children with special health care needs (CSHCN). More than half of the State projects developed under these contracts have addressed managed care issues and focused directly on the needs of vulnerable populations--including CSHCN--served under these systems.

In addition, Mr. Hill is serving as Project Director for two new projects that were launched with the Maternal and Child Health Bureau this year. First, HSR received a three-year contract to managed the Maternal and Child Health Information Resource Center, a project designed to enhance State and Federal MCH officials’ capacity to gather, analyze, and use data and information for program planning, policy development, and performance monitoring. Second, HSR teamed with the Johns Hopkins University School of Hygiene and Public Health and Family Voices to obtain a four-year Cooperative Agreement supporting the new National Policy Center for Children with Special Health CarThursday, January 25, 2007 4:44 PMuality managed care systems for chronically ill and disabled children.

Mr. Hill also currently directs several evaluation projects, including HRSA’s Healthy Start infant mortality reduction initiative, HCFA’s Perinatal Substance Abuse Demonstration Projects, and HCFA’s Medicaid/Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) program.

Prior to joining HSR, Mr. Hill worked for nearly six years with the National Governors’ Association. He was the director of the maternal and child health project entitled Facilitating Improvement of State Programs for Pregnant Women and Children, a multi-year effort to monitor and analyze States’ expansions of Medicaid for pregnant women and children. Prior to that, Mr. Hill was a Presidential Management Intern serving in the Office of Legislation and Policy at the Health Care Financing Administration. Mr. Hill received his Masters degrees in both public administration and social work from Syracuse University.
