Ms. Cairns was the Director of the Medica State Public Programs at the Allina Health System.With over 64,000 Medicaid members enrolled in the Medica Choice Care product, it served the largest number of Medicaid clients in the State of Minnesota.While at Medica, she pioneered many client-focused outreach efforts which have won national praise. Cairns also served as Commissioner of Public Health for the City of St. Paul, Minnesota, an urban city with over 270,000 residents. She managed primary health care clinics, community health planning, housing code enforcement, vital records and community health improvement. She continue to serve on the Board of community-based organizations.
