Jay Wolfson, Dr.P.H., J.D.
Program Director
As Program Director, Dr. Wolfson supervises all aspects of the program, with a special emphasis on investigating HIT developments that could make interoperability a reality for our members. In addition to his PaperFree responsibilities, Dr. Wolfson is the Distinguished Service Professor of Public Health and Medicine, serves as Associate Vice President for Health Law, Policy and Safety, and is the Director of the Suncoast Center for Patient Safety at the University of South Florida, Tampa. He also is a Professor of Health Law at Stetson University College of Law.
Patricia C. Haynie, Ph.D.
Program Consultant
As Program Consultant, Dr. Haynie supervises many aspects of the program, with a special emphasis on strategic planning and quality control. Dr. Haynie has recently retired from years of distinguished service as the Associate Vice President of Strategic Planning & Policy USF Health, and formerly served as Associate Dean of the College of Medicine. Her primary duties included integrating planning for USF Health and its associated colleges and programs with that of the University at large, touching on enrollment, academic programs, facilities and legislative agendas.
Robert G. Brooks, M.D., M.B.A., M.P.H.
Program Co-Director
As Program Co-Director, Dr. Brooks supervises many aspects of the program, including REC research and development initiatives, with a special emphasis on determining impacts of EHR adoption on practice productivity, efficiency, and care. In addition to his PaperFree responsibilities, Dr. Robert Brooks is Associate Vice-President for Health Care Leadership at USF Health, is Professor of Medicine in the Division of Infectious Diseases at the University of South Florida College of Medicine, and Professor of Health Policy & Management at the USF College of Public Health.
Mathis L. Becker, M.D., F.A.C.S.
Director of Professional Outreach
As Director of Professional Outreach, Dr. Becker supervises all recruitment efforts and is instrumental in creating outreach and education opportunities for various REC stakeholders and other medical professional organizations. In addition to his PaperFree responsibilities, Dr. Becker serves USF Health as the Director of Professional Relations and as Administrative Liaison to the Vice Dean for Clinical Affairs. Dr. Becker is a Diplomat of both the American Board of General Surgery and the American Board of Thoracic Surgery. In the past he practiced Thoracic and Vascular Surgery for many years, serving patients in Plantation, Florida.
Administrative Team
Gary A. Hendrickson, CDIA, ECM, ERM, BPM Project Manager
Gary holds a BS in Business with 28 years of combined HIT and public sector IT experience. He has earned numerous IT certifications specific to electronic records, document management, workflow and business process management. He has implemented medical practice management systems and paperless insurance claims systems and served as adjunct professor for accounting and computer related courses.
Rebecca Brown, M.S.
Assistant Project Manager
Ms. Brown brings over a decade of experience in corporate education, training, project management, and systems implementation to the PaperFree Florida team. She holds a Master of Science degree in Counseling: College Student Development from Minnesota State University, Mankato.
Kenyatta Daniel
Finance and Contract Officer
Kenyatta Daniel is an accomplished professional with over 15 years of combined experience in auditing, grant accounting, reconciliation and budget management. His skill set is called on to enhance operational productivity, and for designing and executing strategies and solutions to boost efficiency.
Megan Monroe, J.D., M.A.
Research, Information and Compliance Officer
Ms. Monroe is a licensed attorney and brings over five years of experience in legal research and formal writing to the PaperFree Florida team. She completed her post-graduate education at Wake Forest University, earning both a Master of Arts Degree in English Literature and a Juris Doctor Degree.
Matt Rutter
Program Specialist
Mr. Rutter serves as the Customer Relationship Management Coordinator, in addition to providing support in both administrative and operational capacities. He holds a Bachelor of Science Degree in Business Finance from the University of South Florida.

Kenneth Brown
Ken has an A.S Degree in Business Management, and has worked with Dr. David Willis of Healthy Ocala in his family practice for the last 5 years. He has extensive training in the doctor office setting and is extremely familiar with Greenway’s EHR System.
Joe Calabrese
Joe holds a Master of Health Administration from Saint Louis University, and a Bachelor’s of Health Science from the University of Florida. His previous experience included work as a graduate research assistant analyzing data in the field of community benefit as well as work for the VA hospital using their electronic health record (VistA) to analyze outpatient flow.
Kenneth Dunn
Ken has over fifteen years of experience in Information Technology. His expertise is in the use of emerging technologies to achieve strategic business goals. In the healthcare arena he has applied this experience and expertise to a variety of payor and provider organizations throughout the United States.
Rebecca Kane
Rebecca holds a BA in Applied Anthropology from the University of South Florida and has completed her coursework toward an MA in Applied Medical Anthropology. She has over 15 years combined healthcare experience in hospital, clinical and community-based environments systems.
Cara Monroe
Cara is a graduate of Syracuse University where she completed a BA in Communications. She has 5 years of relevant experience in software sales and marketing. During such time she helped clinicians and staff increase productivity by transitioning to the use of new technology.
Kate Sherer
Kate holds a Bachelor of Arts in Interdisciplinary Social Science from the University of South Florida. She has extensive experience in healthcare, previously working for a Medicare and Medicaid insurance company in marketing and compliance roles.
Wendy Siim
Wendy is an accomplished professional with 20+ years experience in healthcare. She holds a BS in Biology from Eckerd College. Her strengths include medical office functionality having written policy and procedure for numerous settings as well as computer practice management with successful selection, implementation, training and operation of multiple systems and system conversions.
Jessica Stimson, RHIT
Jessica has over 13 years of Healthcare Information Technology experience with three years in an Ambulatory setting and the last ten years being in the Acute Care setting. She has participated in numerous Acute Care Electronic Health Record conversions. She presently serves on the Board of the Gulf Coast Health Information Management Association.
Kay Weaver
Kay holds a BS in Professional Management. After having spent 17 years working for Verizon Data Services as a Systems Engineer, she went on to pursue a career in Health Information Management with an Associate degree in Health Information Technology acquiring a Registered Health Information Technician certification in 2007.
